CAEZ Meets April 7 2020

CAEZ Zoom Look
Central
Appalachia Empowerment Zone (CAEZ) started out life with
controversy 25 years ago. The notion was for a people powered
organization to start life with a pot of money and let the
locals design and grow their own projects. For County Clay
Blue Bloods to allow local yocals to develop their own
ideas... ain't going to be allowed! Back in the
beginning, the first controversy came when our local school
system took over 1/4 of CAEZ funds and run.
Due to pee poor leadership and now a days, no $$$, the
CAEZ has offered little if any advancements for Clayberry for
the last many years.
OK, that's a brief glimpse of a foundation to stumble
on.
Due to the Corona Beer bug pandemic, CAEZ held their
monthly meeting via the web based conferencing software, Zoom.
Beginning at 6pm April 7th, there was a lot of clicking off
and on, adjustments and knowledge curve learning. Starting
slightly late, actually, the only thing to report from that
digital gathering was the dumber than a box of rocks crapola
that so defines the non profit quasi govt agency of renown.
Clayberry reps Linda Rhodes, Fran King, and Connie
Kinder were absent from duty.

Since
disbanding the economic development committee meetings, during
the full Board meeting, around the screen, the Boardsters went
telling of stuff going on their county. For the most part,
there was little to report. Excepts include: Braxton County is
building $1M airplane hangers (3) at their airport near the
Central Regional Jail.
For County Clay, Mickey Boggs was asked for an update
on all the fine things goin on in her home county, stuff like
a new market, the new ERTS State Park, new flower box
decorations at the Welcome Signs and such. None of that
happened. INstead, Ms Boggs, "Should I bring it up
considering who is on here [Zoom] ? Based on the
eyebrows going up, there is something being hidden away from
the grass roots membership agency.

It wasn't just us
thinking about Bogg's stupid question ans social blunder,
Fayette County Boardsters John David made it clear, if they
were talking about him, he could log off right away!
Director Lup tried to amend the Boggs blunder with, No,
No, it's not you John.

Big Lup
So what is
being covered up? What does the dying CAEZ want to keep secret
for as long as they can?
Last month, CAEZ Bd Chair Michael Martin brought
to the table to replace Big Lup who resigned from duty 8
months ago. As soon Martin brought the topic up, Big Lup
started writing him notes, moving her head sideways, doing
everything she could to get him to shut up. He didn't. Finally
she was able to get the agency into secret time for over an
hour. Afterwards, the said no decisions had been made.
We think that is BS. By the way, CAEZ does not have the
$$$ to hire anybody for any in-house job.
Also in the way of background and more likely what
Boggs wasn't wanting to say, since they don't have any money,
CAEZ is ready to close down or file for bankruptcy. But,
there's problems with doing either of those two options, there
are serious issues to solve before hand.
Like, by a default judgement, CAEZ owns Clay Apartments
on Main Street. IF they close their doors, someone has to take
ownership of the never at full occupancy, low income complex.
Like, they own the Dundon Campground and Lodge
building. While it is no successful in most peoples' mind, it
is an asset that has to be dealt with before dissolution could
happen. Two years ago, during an annual membership meeting, a
BDA rep presented, if you guys are going under, the BDA would
like to have the campground.
They also own the old Valley Fork Grade School building
which houses a govt agency and the now closed Kiddie Patch day
care center.
All of that has to be disposed of before a shut down
could, should, happen.
Why do we instantly jump to going out of business? In
March, the Chair let slip out, the real potential of financial
hardship bridling the operation.
The CAEZ is a public agency set up to be a grass roots
agency. To keep stuff secret , that's dumb. Those secrets
usually turn out worser when they do become public.
CAEZ has made it a point during the Czar Lup's reign to
keep anything , everything, financial related, to keep that
secret, top secret. Even during annual membership meetings,
when questions arise, answers are few and far between. During
one of those meetings, someone let it slip, CAEZ has not had a
mandatory bookkeeping audit for several years.
Without a current audit, additional funds, grants,
cannot be applied for. Gulp!
During this national emergency, the CAEZ made no
mention of any efforts they are making to help out. That's
very said.
After some prodding by Boardster John David, the CAEZ
did OK writing a letter of support for a feeding the people
initiative Mr David is doing in Fayette County.
Let's talk about that pee poor leadership, IE Connie
Lupardous, Big Lup.
About everybody in America knows about the big bail out
funds coming to govt and business. We also know, although it's
a big bundle of $$$, there won't be enough to go around to
everyone. During this meeting, Big Lup finally advised her
Board, she has not applied for that pot of gold.
Our shot in the dark guess, some other agency
will take over the CAEZ assets before July 1st. It's our guess
but more importantly, it would be best for County Clay.
Very sad meeting. CAEZ could have done so much good.
