GRUMBLES HEARD
County Commission Meets

By law, State Code,
every County Commission in this state were required to meet in
public session and lay out the nuts and bolts of all the
meetings for the new year. Each year, the organizational
meetings come and go without incident. They make the decision
of when, where and what time CCC meetings will be held plus
how much notice ahead of time they will give the taxpayer.
Ho Hum stuff but not this time around.
With all three Commissioners up front, at 10am, item 1
was to elected the Clay County Commission President for the
next 12 months.
Commissioner Schoolcraft made the motion to select Fran
King as CCC Prez... to continue what she's been doing for the
last 12 months.
It was time for Commissioner Connie Kinder to second
the motion.
There was quiet
All eyes were on Kinder and still no second for the
motion.
More quiet....
After some prodding, Kinder : I do NOT second.
At first Fran King seconded Schoolcraft's motion. Then
she thought, because she was the subject of the motion, Fran
thought, she could not vote.
Rarely is there a split vote at a Commission
meeting. Fran was feeling blind sided. You could see it in her
expression.
Finally, Kinder told the assembly, she would not
second the motion for Fran King too remain as CCC Prez because
of "lack of communication" and then a little later from
Kinder, "I just don't think its a good idea."
Now a wittle torqued up King: Are you mad?... You
don't even come to all the meetings!!... When you do
show up it's just 5 minutes early!... You're letting the
people in your district down!! .. If you were President, would
you show up more often????????
Meekly, Commissioner Kinder replied , "Yes.
After a bunch of staring at the ceiling then drumming
their fingers on the bench, the CCC tabled the vote til the
end of the public meeting.

With that
biggy vote hanging, Fran got on the horn using a speaker phone
and asked the W Va Ethic's Commission attorney, a Kirk lady,
what would be proper. After a discussion, the attorney told
the world, since there is no additional income involved and
this being a rule by necessity, Fran could second and then OK
the motion to continue her slot as Prez of the CCC.
With Connie Kinder hung out to dry, Dave made the
motion, Fran seconded the motion and then the vote came.
Connie Kinder was the only no vote. Ms King remains in
the top slot for another year.
A couple other things readers.
Forty + years ago, some CCC meetings were held on
Saturdays. Maybe 20 years ago, in an attempt to get taxpayers
to attend, one meeting a month was held in the evenings.
More recently , and for the longest time, Commission
meetings have been convened, in the Courthouse, at 10 am each
2nd and 4th Wed of each month.
That was changed during this meeting. Now, the twice a
month meetings will be held on Monday mornings. Like, the next
meeting will be held on Jan 10th, 10am, in the CCC room.
Last item on the agenda this morning was to terminate a
Phillip Grubb. We never even heard of a Phillip Grubb being
hired!
Something is going on behind the scenes
readers.
Haven't put it all together yet but it sounds
like a mysterious 5 million pot of cash has been "found"
with it being earmarked for the long stalled wawa line
extension project in the Nebo area and to feed Daniel Tanner's
campground plans in that neighborhood.
Keep watching , we think that will become official real
soon. Just call it a miracle in the making.
