County Commission Wrap up

After 28 solid
years of reporting on the Clay County Commission and nailing
them after each transgression or dumb decision becomes public,
we thought things had improved. After a couple years of
Commissioner David Schoolcraft on the CCC and 10 months with
Joyce Johnson in office, we were wrong. We're calling the two,
the dynamic duo with Commissioner Connie Kinder left out
of those backdoor decisions, the antics of old are front and
center.
Here comes a crapola update from the last few
weeks.

Still in limbo is the fate of the old nutrition center in
Two Run. State Code does NOT allow the CCC owned building to
be rented to a for profit business. The ring leader of the
rental plan was Schoolcraft. When Schoolcraft got caught
with the fresh knowledge, the renters, Taylor Tots Daycare
Center, had to walk away from their project and operating
there.
Enter Donna Salisbury who owns / operates a
salvage yard business out Triplett Ridge. Salisbury received a
$250,000 grant to open and operate a family support resource
center in Clayberry. About as soon as the renting to a for
profit company debacle was made known to the world, the
entrepreneur attended a CCC meeting and asked to use that
renovated building for her new operation.
During those public discussions, to us in the peanut
gallery, it sounded like the resource center had a green light
to opening in the Two Run building. Things were said like: as
soon as those other folks get their stuff out of the building,
Donna would be given the keys.
During the Sept 18th gathering, Joyce Johnson disputed
Salisbury's memory and added, "I won't argue with you."
With a lot on the line, Salisbury wasn't going
easy. If felt like Salisbury had heard the same rumors we've
heard about another Schoolcrafted sweetheart deal for the
place. And, that special deal , minus any public vote, was
already consummated. Salisbury was firm when she asked to see
the list of bidders for the rental space. Johnson said she
didn't know who else wants the place. Donna also asked for a
copy of the meeting minutes from the meeting where she was
given the green light for Two Run building.

We think private citizen Salisbury is not going to put
up with the backroom deals and plans to do whatever it takes
to straighten out the Dynamic Duo.
For those thirsty folks in the Nebo area, according to
Mr Money Bags, Terry Martin, the Big Otter WaWa line extension
project is moving along "very well". Sounds like around 100
homes will be have potable wet stuff when the digging is done.
Also and according to Commissioner Kinder, the early
stage of running sewer service to the campground has some
funding in place. As for the costly running of a log line
under the Elk, that may be changed to running the pipe up ERTS
or at least along side the hiking trail. The Town of Clay will
be handling that
project.

The second
CCC meeting in September was held on the 25th.
Ms Salisbury was back for this meeting and sought
more info on the Two Run building . She asked if anyone else
had expressed interest in using the place. Artfully worded,
Schoolcraft replied, Sure, Workforce W Va and Prestera had
talked to them.
Artfully? Yelp. Both of those had expressed
interest over a year ago. Commissioner Kinder, "We have
not talked to them." Sounded like Kinder was letting the world
know, she had been left out of all that loop.
Again the spotlight was pointing at Schoolcraft.
Judges almost never show up for a public meeting. For
this Sept 25th assembly, both Jack Alsop and new kid on the
block, Mike Asbury Jr were seated in the peanut gallery.
Alsop asked questions on getting better office
space for the Magistrates by moving them into the unfinished
Judaical Annex building beside the Courthouse. Alsop, "The
Magistrate offices are a bad situation." He added that
the project needs to "get moving". The has been no progress on
the Annex since before the 2016 flood which covered the
Judicial Annex floors with wawa.
Commissioner Schoolcraft explained that the W Va
Supreme Court had OK'd the architectural renditions for the
office some time ago. Judge Alsop asked for more info to
be provided and said he might be able to nudge the project
along. The other way of looking at it is: other
than a drawing, nothing has been done by the current County
Commission.
Both Sept meeting were short and other than Donna
Salisbury taking the Dynamic Duo to task, we didn't hear much
else in the way of juicy nuggets.
For those that keep emailing us about the bogus 911
radios that don't meet state guidelines... those radios are
still in use and as far as we know, our CCC has not been
disciplined or had their hands smacked for outrageous
purchase.
