Once upon a time there was a fairy princess...
No that won't work
Look up in the sky, it's a bird.... No
that's been used before too
A long time ago in a galaxy far away.....
Nope none of that will work for our Health Dept
special meeting held Dec 3rd at 3pm.
So, because of its seriousness, here's just the
facts as we know it
Background stuff:
With all the COVID $$$ floating around these days, this
county (as well as four others) were given the green light on
grant funding for local Health Dept projects. Our amount was
$3,000,000.00
With the idea being, get the money out the door
and into construction projects. The idea was, to get the $$$
into circulation right away.
With the N H Dyer Health Dept building owned by
the Clay County Commission, it was the CCC that OK'd the $3m
project after consultation with the Health Dept Director,
Phillina Frame. Our rep on the Regional Intergovernmental
Council (RIC) is Terry Martin. We call him Mr Money Bags
because he's the middle man that handles grant writing and
steering dimly lit locals on the ways of Federal Govt
paperwork.
During the Nov Commission meeting, it became known that
the Health Director had penned a less than professional email
to the funders in affect, saying, we don't know anything about
this grant opportunity and don't want it, turn it down.

Needless to say, after lots of work writing the
grant, the funders could NOT be happy campers.
Sooooo, the County Commission asked a for
special meeting of the Health Dept Board to try and herd the
kittens.
Here's the key players for that Special meeting
held on Dec 3rd.
All three Commissioners were in attendance.
Commissioner David Schoolcraft tried to be the calming voice,
the voice of reasonand rudder this disaster into calmer wawa.
Commissioner Fran King was there to straighten out the dimly
lit Health Board, to ask them important questions like, how
can you be so stupid and who was the head stupid leader that
embarrassed the whole $$#@!! county?
Health Boardster Beth Hubbard was not in attendance.
That's probably her best move this year!
Other Health Boardsters present were Chair Joyce
McGlothlin, Ted Underwood, Judith Combs, and Amanda Shelton
who came in 30 minutes late.
The County Medical Officer is Lela Patel who was also
in attendance.
The person in charge of day to day operations at the
Health Dept is their Director, Phillina Frame.
Angela Brown is a PA and served as Director of the
place for many years. A few months ago Brown bailed out. BAck
then it sounded like she was fed up with the local BS. Just
recently Brown came back to serve as a PA but refused the
Director's perch.

In attendance, County Commissioner to the right
rear, Fran King, David Schoolcraft and Connie Kinder. Also in
attendance, County Clerk Connie Workman, blue sweater, center
rear.
With everyone
around the conference table at 3pm, Dr Patel started asking
questions and trying to figure out the mess. Patel: I want to
know more... To understand so we can be on the same page.
Schoolcraft responded with a calm voice as he
went thru the months' long grant process. His explanation
included: when the Health Dept heard about the $3m up for
grabs, they did NOT respond; Finally, the Commission reached
out to the Health Dept which suggested the $$$ be used for
more space, a bigger parking lot, and or a drive thru carport
style facility to do COVID tests and vaccinations under the
shelter; and, that drive thru shelter could also be used by
the Ambulance Service to keep the trucks out of the weather.
According to Commissioner Schoolcraft, the Health
Dept Director wanted nothing to do with the grant / grant
writing. Fran King reminded the Board that the existing
building was built with grant dollars years ago.
After hearing the Schoolcraft remarks, Patel told
the assembled: All of us are not on the same page, there has
been miscommunication here and they don't even have a copy of
the proposed grant project.
Uhhhh, we think Patel is telling the truth, the Health
Board and their Director have been out of the loop.... Now,
whose problem is that?
Trying his best diplomatic ways, Dave Schoolcraft
told em to turn to page 12 of the application where in plain
black and white, the Commission must be the one to apply for
the money. Still trying to maintain her cool, Ms King added,
the CCC is often the middle man agency for county grants.
Examples includes, Park and Recreation funds and the Clayberry
pool.
Side Note: It sounded like Phillina Frame had her
shorts all bunched up over the agency's IRS non profit number
being included on the application.
Worthy of some kind of Oscar, Emmy, award, Fran
tried to sooth Ms Frame and her Board with, we used your tax
ID number to show you really exist and not something non
existent.
Schoolcraft went on explaining the process on and on
and on....
Fran had had enough.
On the edge of her chair and after 30 minutes of
hearing crap, Ms King: Why don't YOU have a copy of the application?
!! ... That sounds like an internal problem!!!!
Still not in a full rage, Fran: This will benefit
the Health Dept... moving the ambulances out... having the new
drive thru facility.... and then and then, also from Ms King,
something along the lines of After your letter was sent out, I
don't know if they will work with us!
Dr Patel was also trying to keep everything
smooth and calm, this all is simply a communications
problem.
Schoolcraft had had enough: We tried to meet with
you before the grant deadline... with Phillina.

has a bunch of management experience and promotes a pro
attitude and style. With her thang in the wringer, Phillina
said little.. was asked little for that matter.
Angela told the group, she had talked with someone at
the Development office who informed her, Phillina's email
declining the grant would NOT affect any other grant and the
real question was, how much more expensive the utilities would
be if the ambulance service moves out of the Health Dept
building, that the Health Dept would have a heavier
burden with monthly utilities.
Brown, others, and Fran went back and forth until
until, we missed what was said. We didn't miss when
Commissioner King came back with, " I DON'T LIKE BEING CALLED
A LIAR!!" Also, " I talked with them just 30 minutes
ago!!!!!!!!!!!!!"
Trying to emphasis how that Health Dept letter went
over like a turd in a punch bowl, Dave Schoolcraft, "We
pretty much had that grant UNTIL you sent out that letter!"
In attendance County Clerk Connie Workman: Rarely do we
have $$$$ given out with out the need for matching funds...
It's a rare opportunity.."
Still busting at the seams, Fran , "Why did you
send out that email (letter) to the Development office and NOT
to the County Commission first?????"
Up to this time, the Health Boardsters said
nothing, inguno, zilch.
After sitting thru and realizing this was a major
mess up, Boardster Judith Combs: I never knew of the grant.
Chair Joyce Ms Glothlin said about the same thing.
Eyeballing them all, Fran: Why send that negative
letter?? The PSD's could be impacted!!!!!!!!!!!!
More discussion. Finally Boardster Ted Underwood (also
on a PSD Board): I didn't know.
See what's happening? So far, Judith, Ted, and Joyce
have swung around (they saw the ship sinking really) and said
they didn't know what they voted on one month earlier.
Still trying to be cool handed, Schoolcraft: If you had
questions, why didn't you contact us??

"This will affect us in the future!" Looking squarely at the
Health Chair, " Phillina was in on the meetings." Ms frame
disputed that claim.
More and More. Finally, Schoolcraft (maybe Connie
Workman) pulled out a peace offering letter addressed to
the Funding agency and asked if the Health Dept would turn
their ship around, have a change of heart, and sign this new
document. See just below readers.
Schoolcraft: this letter shows we're coming
together, we're now on the same page, we're getting together.
With tempers flairing, Fran wasn't done. She knew
this was her only chance to get answers first hand. For this
foray, Fran asked Boardster Amanda Shelton about her need to
send the letter to the funders. Ms Shelton said she had
no regrets about sending the letter (email) to the big wigs
and she was just wanting more information.
Of course that was a load of BS.
Fran: We appointed all of you! ON ONE CALLED US!!
Schoolcraft: We did NOT know what you were doing... Your
Director knew what was going on!
A full 50 minutes into the public meeting and
seeing tempers rising again, Dr Patel, "Move on"
Trying for a better
Kum Ba Yahs were' coming again with stuff, we
will change our ways and go to the CCC before writing any
future screw ball letters, everyone should be in the loop
With smooth returning, Lynn Sizemore questioned the
Franster statements. Fran "We own this property and building,
We pay the insurance here... We put your roof on!!!
With it sounding like the Health Board was now
onboard, the CCC plea letter of reconsideration was passed
around. Second thoughts came on the part about about the Board
"misinterpreting" what had happened earlier.
Back and forth back and forth.... Finally Chair Joyce
McGlothing let's use theirs. a couple Boardsters signed
the CCC's offering letter.
Sound like the problem is behind em? Wrong-O
The Health Board went into secret time with the
Commission and did so without voting to do as much. Nor with
that secret time article listed on the meeting agenda.
They stayed behind closed doors for around 30
minutes. The Chair said that about does it without mentioning
anything from secret time. It was like it had never
happened.

After the Kum Bi Yah get together, there's the scribbles
handwritten by Boardster Amanda Shelton
And then the
final blow for civility and professionalism. While the Board
was signing the letter, Amanda took it on herself to scratch
out the "misinterpreted" word and write in "did not have" in
it's place. On the make up and be good letter, it was apparent
that at least one member of the Health Dept had NOT understood
what they had just done nor did she know what a professional
correspondence should look like.
$3,000,000 is real money and something we could
really use.

We don't
have a clue what was said or was demanded during secret
time. Our best guess is, the Director has to do better or head
for the door. Maybe the Commission might have also demanded,
the Health Board needs to actually know what they were signing
before signing or off with their heads too.
