   Two years 4 months ago, a new face was voted on to the Clay County Commission. Some in the county felt the guy, David Schoolcraft, would do a good job. Fresh ideas comes to mind. Others just shook their heads in disbelief and fretted about our future in the Land of Little .
  During those first two years, as the newbee on the CCC, Schoolcraft was mostly bridled by the CCC Prez, Fran King aided by Commissioner Connie Kinder. Every once in a while something he did would become public, he had his thingy in the wringer. Purchases or commitments made without his fellow Commissioners knowing the full story. Nothing major at first but still eyebrow raisers.
   Fran King was voted off the Commission on Jan 1st of this year. Protocol called for Connie Kinder to assume the Prez slot during the organizational meeting held in Jan 2023. Didn't happen that way.
  Instead of Kinder taking the Prez spot, with the assistance if his new sidekick, the just elected to office, Joyce Johnson, Dave jumped normal pecking order over the objections of Kinder. The vote was two to one... Kinder being the one that objected to Dave being in charge.
  Once in power, that power appears to have gone to Dave's head. He turned into something more attune to being.
  Most recently, just a couple weeks ago, during a March CCC meeting, Dave flexed his wings and all but told a guy, just sit down, shut up, and in the future, get on the agenda or we won't recognize you or your info.
  More recently, the battle was on with the "Dynamic Duo" as we're calling em, went thru their wish list of outlandish wants. During each agenda item, Connie Kinder did her best to throttle back the out of control antics (damaging too) of the Duo, Dave and Joyce. Kinder lost each battle two to one.
   Things got so bad during the last CCC meeting, long time County Clerk Connie Workman announced she was resigning from her office. Before that announcement, another trusted county employee, Cathy White, bailed out. In our guesstimate, both were fed up with what was going on in backroom sessions where the Dynamic Duo was treading on thin legal ice.
   Out of control comes to mind for Schoolcraft.
   Last week we got word something very serious was about to break open. Hearing about the coming Uh Oh, we started in on Schoolcraft giving him double H.
   Most important to us was the part about Schooclraft's purchases of new 911 radios that were incompatible with other in service radios. Turns out, the new radios would only allow communications with that kind of radio. No one else could hear the traffic.
   For instance, Green Shirt X , late at night, in need of assistance, gets on his radio and yells "Help". No one else, no other Badge could hear his plea. That delay in assistance could be the difference between life and death.
  Ditto for fire responders with the new radios, they can't talk to others. That too is very serious.
  See what we're getting at? With the oversight of Schoolcraft and after spending over $350,000.00, we're in worser shape than before.
   Also, we think Commissioner Schoolcraft may be in some serious grease Maybe even criminal) after using state and federal grant dollars to purchase the unapproved radios.
  Over the next few days we'll post some of the public documents to back up our claims of dumb arss itus hitting this county again.

We think that part about unauthorized purchases.. we think that means, you, the taxpayers of Clayberry are responsible for paying back that $350,000+ in unworkable radios.

  What appears to be a real cluster for Commissioner David Schoolcraft, the above letter from a head honcho under the Gold Dome, might be confusing to readers. So.... let's make it worser. Here goes
  That letter from the Director starts off with the biggy news, the radio gear purchased by Schoolcraft is not compatible with the statewide system. So what did he buy?
  All the equipment came thru Tanner Communications from Arnoldsburg. That company has all its bone-fides  OK'd by the State folks. The tax certificate, business license, and liability insurance proof are on public record. There ain't no problem there.   Also, there ain't no problem with the selling the stuff to Schoolcraft. We're not putting any monkey on Tanner Communications,.That company ordered exactly what the Commissioner said to order.
  What were pointing at is a very inexperienced elected leader making costly wrong decisions and now the funders are telling him, we're not paying for what you have already purchased, the radios will not work, and Schoolcraft has jeopardized the use of any future Federal and State grant dollars.
   If If If David Schoolcraft deliberately and knowingly ordered products over the advice of the funders, that's a completely different matter. That would open the door to criminal issues.
  We don't have all the invoices. We do have and are publishing the bigger purchases. Tanner Communications is the authorized seller.
  Invoice #529 March 6 2023 $59,357. Paid with check number $4128 Dave Schoolcraft signed off on the purchase
  Invoice #486    Oct 4 2022     $157,979 Paid on Oct 11-2022  Check # 4052 Schoolcraft signed off on the payment
  Invoice #488 Oct 4 2022    $2050 Paid Oct 11 2022  Again, only Dave Schoolcraft OK'd the purchase
   Invoice #486 for $162,899   has note on it. Something about a corrected invoice to come.
   Invoice #435 for $131,587 on March 17 2022.
  We think the total payments add up to well over $350,000. In each case, on his own, Commissioner Schoolcraft was the responsible party for knowing the rules, following grant guidelines, and making sure everything was done above board.
  Based on that above letter from Director G E McCabe, we think Schoolcraft screwed up and Clayberry taxpayers are on the hook.
  Back in Sept 2022 the CCC still had $1,371,927 in COVID dollars (American Rescue Plan) laying around and $519,572 in a wireless tower account.
    After posting our first installment emails, calls, notes, etc started coming in.
  So far, readers are reporting that State investigators have been in the Courthouse twice in the last three weeks where they looked thru cancelled checks and documents.
   Also from the email bag and completely undocumented, in part: I seen two unmarked black Tahoes in town either yesterday or Wednesday . The emailer was referring to some kind of $8000 missing.
  Whether Schoolcraft faces any criminal charges, only time will tell. We doubt it but one thing is for sure, he screwed up and we the residents of Clayberry will have to cover the bill.

  Keep something else in mind. Whether the other Commissioners knew what was going on, they too will be held accountable. Heck for that matter, now out of office Fran King may be called to task as well.
  Before posting that first installment up above, we asked Commissioner Connie Kinder is she had heard anything about the issue or if she knew what Schoolcraft was doing behind the scenes. She said she knew nothing about the purchases. You probably already know but tough stuff Ms Kinder, if this goes to a court setting, you too are on the hook with Brown Nose Johnson.
  There is one person at the Courthouse that reads fine print and advises dumb bunny Commissioners when they go out of bounds. That one person is County Clerk Connie Workman. Ms Workman quit her long held elected position immediately after the last blow out County Commission meeting.
  We think, strictly a hunch mind ya, Workman did advise Schoolcraft of his transgressions and the lad paid her no mind. Seeing the writing on the wall, Workman bailed out. So much for our checks and balances.
