County Commission Meets
June 9 2021

  Clay County Commission met in regular session June 9th beginning at 10am sharp. With all three elected leaders in position and a dozen or so in the peanut gallery, there was the usual blah blah blah of estates and settlements along with a presentation on in home education programs from the Parents as Teachers agency. Then more blah blah blah.
  Here comes some of the high spots...
  Black Shirt Tyler Caruthers came back to Clay County Law Enforcement last year at the request of acting Sheriff, Randy Holcomb. At that time, trained, certified Badges were scarce. Caruthers filled the bill as did retired Black Shirt, Robert Belt. Tyler was on loan from the Nicholas County Sheriff's Dept.
  Fast forward to June 9th and according to Commissioner Fran King, Caruthers was resigning and heading over to the Summersville Police Dept where he could earn more $$$.
  Getting to be a more common thang, the CCC headed into secret time to discuss the public's business. The posted agenda said they were going secret for policy and  performance" talks. Such a reason for going behind closed doors is NOT allowed by State Open Meeting law.
  Commissioner Schoolcraft, all heck now, this is completely kosher. Of course, that's a load of crapola.
  Most likely the three wanted to get their heads together on some employee BS that's being going on.
 Shortly after 11am and back in regular session again, the Commissioner voted unanimously to limit use of the cell phone based notification system to just those responding to a specific call. Most likely there are too many eyes watching the works in progress.
  If you watch media reports, you know County Clay is poised to receive $1.6m from Biden's bail out grants.
  Reps from Manchin and Capito's offices were on hand to explain how the American rescue Plan free dollars can be spent. After much back and forth, in a nutshell, no one has a clue on when the $$$ is actually coming nor how it's suppose to be spent. In a very broad look, it feels like the millions can be spent on wawa, sewer, broadband, and direct COVID expenses.
  No one had ANY direct answers. The discussion were a real cluster.
  For the month of May, the jail bill increased by $60,800.
  So, how much does it cost to insure county government? For the ambulance service, the annual fee is $33,348. For the rest of county property (not counting the Health Dept operation), the cost stands at $58,484 for the next 12 months.
