Hour
and One Half Secret Time
County Commission Meets
June 24 2020

Somewhere close to 15 were in the peanut gallery
Wednesday June 24th for the County Commission meeting. Before
the 10am start time a public hearing was held before applying
for a Federal grant to purchase a new Badgemobile and a two
wheel drive ambulance. For the hearing and the CCC meeting, no
more than 4 wore masks. County Commissioners chose to set the
example by not wearing face protection.
The Courthouse opened back for public business a three weeks
ago. Changes included temperature checks, mask use, and
hand sanitizer. That ended last week when no ambulance staff
was available for check in station duty.
Yesterday, the health checker, this time Bev King, was
back at work. What changed? Upstairs, Court was in session.
Court guidelines require such health screening. Additionally,
at least yesterday, those involved in Court including
witnesses, had to wait outside until their name was called.
Those needing to use the elevator, only one person was allowed
onboard on each trip.
Bev King text messaged the upstairs Bailiff who did
likewise when names had to be called. The set up worked
but what a mess!

Commissioner RT Sizemore wanted to tear down the old
Courthouse up on the knoll and replace it with parking
spaces. That didn't happen and the place continues to be under
used for Govt services and used almost never as a historic
space. Several years ago a grant was used to restore the
cupola and patch the roof. Today, the roof leaks like a sieve
and it did after that earlier repair job was completed.
During the June 24th meeting, the CCC is still
waiting on grant dollars to replace the place's shingle roof
and gutters. Only one bid was received. That bid for services
came in at $46,000.
Teddy Dawson was there wanting help with getting his
Mother's estate settled. With the estate over 12 months old,
Mr Dawson was actually wanting help with the lawyers in
charge, Wayne King.
Dustin Fitzwater spoke up to say the BC&G
pedal car rides are up and running on the weekends.
Commissioner Kinder brought the group up to date
on various broadband initiatives including $$$ available thru
Mid Ohio Valley WorkForce for private business training. The
funds can be used to cover the cost of payroll.

And then, 23
minutes into the public meeting, the public was tossed out. It
was time for a one hour and 40 minute secret time. It's not
often that our CCC goes into secret mode but this one lasted a
long time. No real reason was given for the closed door
session but it sounded like something to do with the 911
Dispatch Center employee handbook differing from the
Courthouse employee handbook.
When back in open, Fitz told the remaining attendees,
no decisions had been made.

And finally, when
back in open session, the question came, is Black Shirt Deputy
Patrick Morris still a county employee? Fitz: I don't know;
Fran King: I am not sure: and Commissioner Kinder, I don't
know.
As for Patrick Morris being on the taxpaper funded
Courthouse payroll, all three Commissioners agreed, Nope, he's
not.
As a note, we saw Patrick driving a Morris tree service
truck one day prior.
