2 Arrests
July 14 2020

Tuesday evening a bunch of us were glued to
the 911 scanner traffic. At first it sounded like some one
was being chased. Just a few seconds later, the tone
changed to feel like, someone was missing, lost, or dead
and all the Badges in the County were out looking for the
female.
The action was along Route 4 heading to
Ivydale but close to that logging site across from the old
Baird Jewelry store.
Well after dark, the female had been nabbed
and the chatter petered off.
Charles Richard Schoonover calls (called) So
Charleston home. Born August 17, 1983, the guy's day
started off with his significant other missing in action
but leaving behind a child. They were using a make shift
camping set up near the river.
We have the criminal complaint on Mr Schoonover
which was penned by returning Black Shirt, Tyler
Caruthers. The guy is charged with battery and obstructing
an officer on July 14th.
From that complaint: Caruthers responded to a call
on a missing female. Contact was made with Charles Richard
Schoonover who was the last person to see the
female. While at the scene, where the female's car was
located, Caruthers told Schoonover that he would not
be able to retrieve his belongings from the car until it
was inventoried for anything that may provide info on the
female's where abouts.
Schoonover became angry and began cursing the Badge
and demanded to be allowed in the vehicle.
Caruthers attempted to calm Schoonover down but,
that didn't happen
Schoonover became combative in nature and took an
aggressive stance toward Caruthers while balling up his
fist.
Caruthers tried to take Schoonover into custody
however,, Schoonover grabbed the Officer by the neck. A
struggle occurred resulting in the Badge and Schoonover on
the ground with Schoonover refusing to be hand cuffed.
Schoonover was ultimately hand cuffed and taken
into custody.
Our guess is the Child Protective Services was
called into action and the child was taken away.
Later Tuesday evening Haley Nicole Hawkins was found
and taken into custody and charged with child neglect with
risk of injury. Ms Hawkins (DOB 5-9-2002), 5' 1" tall and
weighing 110 pounds, remains lodged in CRJ as of this
writing.
When we checked at the Courthouse Wednesday, around
noon, the criminal complaint on Hawkins was not available
to the public.
Being a Badge can be tough business even in
Clayberry.

info July 28: From Ms Hawkins criminal complaint, here
goes with Tyler Caruthers
provides,Haley Nicole Hawkins did abandon her child,
DOB 12-3-2017, on the river bank of the Elk
River in the middle of the night. .. While camping
with a male individual , Haley left her car
locked leaving the male and child stranded
and made no attempt to return to their
location.
Haley left no food
or anything to drink for the child
and left no diapers or any other
items for the child to survive.
Upon CPS
taking custody of
the child, they stated that
the child was severely
hungry and thirsty.
Haley was
located
hiding in the woods not a
quarter mile from where she
did abandon her child.
She reported to the
Black Shirt, she and
the male
left her child and
had done meth.
