Town Council Meets
July 6 2021

   People talk about stepping up to the plate and helping to improve, grow, change the direction, of County Clay. Even for paying jobs like Clay Town Council, few want to take a position of leadership.
  Clay Town Council met on July 6 2021 for their regular monthly meeting. long time Council person Joyce Gibson participated by tele. Few were around the table for the 5:30 gathering. Reason?
  Council person Jack Brown resigned last month after getting his shorts all bunched up. We knew his position would be filled. What we didn't know until meeting time, Council person Denise Holcomb had also bailed out of her $125 per month elected position. Her resignation notice came on June 21st.
  Ms Holcomb had been in the controversial hot seat after moving out of the municipality over a year ago. State law requires all town leaders to live within the boundary of the municipality. Ditto for county leaders with one exception, the County Prosecutor.
  Before we get into the election of leadership, a couple snippets
  Last month we reported , the Town Log Factory was spewing raw floaters into the Elk River. Other than busting the clods into smaller clusters, right out in the river they had been going for quite some time. During that June meeting Log Plant operator Issac Ramsey reported, repair parts had been ordered.
  The new news is and once again according to the operator, the parts have been installed and treatment has resumed.
  After our initial report, some around the county couldn't believe that crapola was being sent into the Elk and without DEP or the EPA or some other bunch of letters issuing a big fine. As far as has been reported during public meetings, government regulators have done nothing in the way of a wrist slap or fine.
  And, you guessed it, the Town has applied for a rate increase. Gulp!
  As for the gist from the meeting...
  Mitch DeBoard from the Business Development Authority (BDA) reported: the W Va DNR wants the old sewer plant property in Pisgah for the ERTS headquarters and maintenance center; all the paperwork is in order; construction will begin within 180 days as required by the sell agreement; and , a special session of the Legislature budgeted $1.2 million for ERTS improvements.
   DeBoard informed the body that something big was happening on July 20th at 2pm over at the Dundon Baseball Arena. He wouldn't say what was going to happen in front of the Ace Cub Reporter. He didn't want the public information made public to that one guy.
   What the BDA leader didn't want the public to know was, on the 20th, many State and Federal Suits will be on ERTS to cut the ribbon on the gazillion dollar FEMA project to upgrade the 19 mile spur line (BC&G).
   OK, now for the big election.
   Turns out only a couple residents were interested in an elected position. In fact there was just one person interested for each opening.
  To replace Jack Brown, Council person Jerry Stover made the motion, Renee Moore made the second and Jason Hubbard was elected back into office. Hubbard is a former Mayor of the Town and back then, showed leadership and spent a great deal of time with his nose in the books keeping track of finances. While Council was sitting on their thumbs, it was Hubbard that found many problems and worked to correct each
   As for replacing Denise Holcomb, Mayor Shamblin offered Barry Peyton for that slot since he had run for that office during the last election cycle and was still interested in the job. Motion was made by Renee Moore and we forgot to write down who made the second.  Peyton is now in office replacing Denise Holcomb. How about that and Peyton even lives in the Town as required by law.
  Town Council went into secret time to discuss hiring three new employees.
  We left the meeting as soon as they went secret.
