County Commission Meets

   With only 6 sitting in the peanut gallery, Monday night's Clay County Commission meeting lasted but 7 minutes. The record for a short public meeting stands at 6 minutes for the CCC. While Jeff Krauklis was Town Mayor, there was a 3 minute Council meeting. For the Sch Bd., if we remember correctly, they got all their work done in 5 minutes.
   So, for the CCC,  close but no cigar.
   The official agenda for August 28th was scant at best. With discussions and in our opinion decisions made before public meetings, about the only good comes during question time.
  For this meeting, we have three nuggets
  A month back the elected folks voted to hire Sam Snyder as the interim ambulance director. During that vote they never mentioned his rate of pay. For this meeting, Commissioner Kinder, the odd person out, was firm to change the meeting minutes to reflect, Snyder is the "interim" director. Also  Kinder asked in public, what's he being paid? Response, $21 per hour.
  Commission Prez Dave Schoolcraft has developed into an elected leader that tries to keep things quiet, make decisions on his own, and  teams up with his dynamic duo partner (Commissioner Joyce Johnson, that make a majority) to make certain the votes always go his way.
  Biggies that have gone sour for Schoolcraft was the purchase of the old coon hunters club building, purchasing non compatible 911 radios, and most recently, renting out the old nutrition site building (Two Run) to the Taylor Tots Day Care service which is a for profit business.
   We've watched remodeling efforts of that daycare building for 8 months now. A lot of $$$ has been spent over there (at least $30,000 so far)  without ever opening for business. We planned to ask for an update on the delay but, Donna Salisbury beat us to it.
   Looking directly at the Commission Prez, Ms Salisbury said that scuttle-butt was going around that the Commission is unable to rent anything to a for profit company. And, if that is true, her new company Clay Family Support Center would like to use the block building.
   Here it comes readers, Commissioner Schoolcraft admitted, his plan to rent to a buddy ($1 per year) had been stymied. That's all he said in public but that was enough. One of his backroom deals had been found out and canceled.
  Schoolcraft must have been about the only person in the county that didn't know, Govt agencies can't rent to for profit companies. His plan got caught when some local ratted on him and the W Va Treasury Dept issued a memo telling him, in no uncertain terms, you can't do something unlawful like breaking the law.
   That Clay Family Support Center (CFSC) is a new agency that is grant funded for one year at $250,000. Their idea is to form and grow more of a community center type operation. The contact number for CFSC is 304 880 8110. Ask for Donna.
  Getting caught is bad enough but the real story is, who has to cover those remodeling costs. With Taylor Tots already spending those $$$ and now unable to use the building, who is going to pay em back? We don't know but our best guess is, you the taxpayer.


Commissioner Dave Schoolcraft

   Here's the one we like the best.
   Robert Belt retired after serving as a Black Shirt Deputy for many many years. He was later hired as a Courtroom Bailiff. All is good so far.
   Bailiffs have some Badge power but only while on duty inside the Courthouse. Outside the place, they can serve court orders and that's about it.
   This Summer a bunch of us have been hearing Belt doing Black Shirt work like traffic stops, writing tickets, and responding to the normal hum drum of idiots doing stupid crapola.
  Someone turned Belt in to State regulators for impersonating an officer. A couple weeks ago Sheriff King got the news in writing, if Belt works one more minute as a Badge, he will lose his license (certificate) for five years.
  Gulp!
  There's fall out for the County Commission when they know something unlawful is going on and turn their eyes the other direction.
  Here's one example:  When locals found out they had been given a moving violation ticket by a non certified Black Shirt, the Prosecutor had to dismiss all charges.
   Soooooo... Has Belt written you a ticket? Made some other kind of arrest? When you go before a Magistrate, tell em, No way Jose! He ain't law enforcement!!
  It is our understanding, Robert Belt is now receiving state code mandated training in order to get his credentials back in order and start working as a full blown Badge.
  Buying the wrong radios.... unlawful renting to a for profit company..... buying the old coon hunter building out from under them, and now allowing unlicensed Badges to corrupt the judicial system, that's just the way it is with David Schoolcraft at the helm of the County Commission with his side kick Joyce Johnson, at his side.
